Since their hand already consists of low cards, the deck is more likely to have tens/aces in it and their hit brings out tens/aces more often. When players have low cards in their hand, they typically have to hit. This results in tens/aces being removed from the deck and subsequent hands being more likely to have low cards in them, which is bad. When a player gets a high hand total (17-21) there is typically 1 or 2 high cards and 0 low cards in their hand, and they stand. Because of the way basic strategy works, most shoe games spend more time in bad counts with more low cards than in high counts with more tens/aces. From what I understand it essentially has to do with the fundamental aspects of card counting, that the player has a bigger advantage the more tens/aces that are in the deck and a bigger disadvantage the more 2-6s that are in the deck.
